DSE creates web portal for schools
ITANAGAR, Sept 01: The Directorate of School Education has created a web portal for all the Secondary and the Senior Secondary Schools with the web address http://www.dseap.info/school_web_directory.htm .
The portal, also in the line of the requirements of CBSE for the registration of the students has been designed to provide the details of the each such school in public domain. With this portal, the Directorate will solely be responsible for managing the website of all these Government schools.
No school will be required to manage school website on its own. This is necessary to maintain standardization and to avoid confusion at the school level. The concerned school now will provide the requisite data in the prescribed format by 6th September, 2013 to the directorate for uploading it.
One such example is http://www.dseap.info/school_data/GHSS_basar.pdf . This proforma will be used by all the schools. All the DDSEs are directed to ensure to get it done by 6th September, 2013. DIPRO

ITANAGAR, Sept 01: The Arunachal Block Education Officers (BEOs) Forum has expressed its disappointment over the recent Likabali rape incident wherein 14 minor girls were reported to be raped and molested by the hostel warden.
In a release, demanding exemplary punishment to the rapist it said, we strongly condemn the sexual assault committed by the member of Nation’s builder on the member of Nation’s future. Any individual when in the teaching profession are supposed to be acquaintance with intellectual minds and he/she is bound to maintain prescribed code of profession. The teacher pupil relations established in the course of teaching learning for academic purpose must not be misused in resorting gender crime by taking advantage of minor status of students. The committing of such heinous crime by a member of teaching community irreparable damage of dignity and status of teaching profession, hence the line department in the government must take necessary measures in this regard.
Urging West Siang police to charge sheet the principal of the school as well, it said that such criminal acts cannot be committed in the school without the knowledge of head of the institution.

Monpa Feature film ‘Pun Sun’ to be released soon
ITANAGAR, Sept 01: The ‘Pun Sun’ is a Monpa feature film whose shooting was recently concluded at Tawang. Now, its post production works like dubbing, music and editing is going on full swing at TNT & NIS Digital Film Shooting and Editing Centre, Naharlagun.
N. Ibomcha Singh is the editor of the film, which is being produced by Thuptan Nima and Directed by Lham Dorjee. The lead role who took in the film are Lham Dorjee and Ms Bamang Pamii. Many local artists from Tawang district took part it and its production manager was Sonam Tashi and Cameraman Sanjit Laishram.
The ‘Changam’ was the first locally made Monpa feature film in digital format which was produced in 2008 by Jambey Tashi before he became an MLA in 2009 wherein Lham Dorjee took lead role in the film. Objection letter to Rumgong ADC
ITANAGAR, Sept 01: The Additional Deputy Commissioner, Rumgong, West Siang District has been urged not to include Bomsing area (Arik) land in the Rumgong township area and not to allot it to the private individuals.
In a letter to the ADC Rumgong, one Tabang Pajing, a permanent resident of Rumgong village said that he possesses a plot of land measuring 18,00,000 ft. (Length x Breadth) at Bomsing area (Arik) and the said area does not fall within the Rumgong township. “It is an ancestral property and transferred to me by my ancestor,” Pajing said adding “presently the same plot is under my possession and duly recognized by the competent authority.”
He requested the competent authority not to consider the said plot of land as a vacant Govt land and thereby not to allot the same to any other persons.

These two places of stay was started especially to cater to the needs of students and for those travelling for medical treatment in various hospital.
However off late both Arunachal Bhawan and Arunachal House have turned into VIP and VVIP’s personal home. Only VIP and VVIP get accommodation. “VIP and VVIP from state book room and occupy it throughout the year. They use it as their personal suite. Their children who are studying in Delhi often use these rooms for celebrating birthday parties. Also most of the time rooms are allotted on the basis of recommendation made by rich and influential people,” shared a citizen. He further continued, “These rich people can afford to stay in costly hotels but we can’t. We depend on Bhawan and House as it provides cheaper accommodation in compare to private hotels. We appeal state government to look into this matter urgently. If they really want to keep Bhawan and House exclusively for themselves they should rather name it as ‘VIP Arunachal bhawan and house’ respectively.”
Meanwhile, it has also come to notice that the officials of Arunachal bhawan and house, taking undue advantage of situation have started business of brokering. The citizen’s who are not able to get room at bhawan and house are provided accommodation in the nearby private hotel by the officials of Arunachal Bhawan. They get commission for every customer. Traders plead for foolproof security
NAHARLAGUN, Sep 01: After taking stock of various problems including increasing law and order in the Capital Complex at a meeting under the auspices of Arunachal Chamber of Commerce & Industries here today, the business community unanimously decided to urge the state Govt to ensure law & order for smooth conduct of trade. Victimized by fear psychosis created by the unruly elements at the drop of a hat, the traders who have suffered huge losses, particularly during the bandhs, demanded that without a peaceful atmosphere and sense of security to life and property trade and commerce cannot flourish in the state.
As the traders have been contributing to the state exchequer immensely through tax payment, the state Govt has to develop a foolproof security mechanism including by adequate deployment of security personnel, installment of CCTVs in all vulnerable market areas as announced by the Govt and revival of police beats set up with the traders’ contributions.
These were the common demands after traders from Banderdewa, Nirjuli, Doimukh, Naharlagun and Itanagar poured out their grievances and sought tangible actions.
ACCI president Techi Lala and general secretary Tarh Nachung assured them to serve as a bridge between the GoAP and traders, draw the attention of the chief minister towards their grievances and seek a permanent solution to their nagging problems.
The traders would be left free to decide their future course of action if the GoAP fails to respond satisfactorily, the meeting univocally decided.

If a young boy is convicted of raping a school girl as well as dissemination of child pornography for sending around photographs he took of her, the girl’s name is made public, which is highly unusual, because major news media and society outlets just don’t seems to care about protocol.
After the verdict, the rape-
There are articles where page after page of comments are from people who blame the girl. People who said she chose this when she got late night with her boyfriend. That in another case she got so drunk she couldn’t stand up. That the girl had a history of getting drunk, of “hooking up” with guys at parties, of being “a whore”. There are comments that she shouldn’t have been there. She was dressed like “she wanted it”. She was “all up on these boys” earlier.
So, basically, it’s her fault. For being raped. She should have left. She shouldn’t have been drinking. She should have dressed more modestly. She was irresponsible. She didn’t make good choices. She got what she deserved because she was sexually promiscuous.
Having been cross examined by a defense attorney who ask victim so many personal (and inappropriate) questions, parents shouldn’t be surprised by any of the responses blaming the victim. It’s one of very few strategies a defense team takes in cases of rape or sexual assault. But the aftermath and public response shocks me. First it may be members of the news media who becomes personally attached and feel the need to tell us we should feel sorry for this horrible fate the juvenile boys faces. Then it is the public. It’s the girl’s fault for putting herself in this position, is basically what it comes down to.
I get that the girl made some poor choices. I get that she may have a history of being promiscuous. I get that she’s been drunk before. I get that she was dressed provocatively. But none of those, individually or in the collective, is justification for rape.
Everyday people make poor driving choices. But if they’re hit by a drunk driver no one says they deserve it. Lots of people forget to set their house alarm, drive fancy cars, and buy expensive things. But who says they flaunted their wealth and therefore it’s their fault they were robbed? Both of these sound absurd. It’s not their fault, it’s the drunk driver or the robber’s responsibility.
Not so with rape. So in 2013, parents need to have the “How not to be raped” talk
with their daughters. Let’s not talk to our sons and teach them to be respectful
of girls and women. Let’s not teach our boys that rape is NEVER a good choice. No,
let’s sit our girls down and erase 10+ years of self-
Instead, we have to teach our daughters that what they wear can give the wrong message and if they’re attacked it’s their fault so think twice about what you wear. We need to make sure our daughters know that sometimes boys don’t understand what ‘No’ means despite having been told many times and hearing it yelled into their face. Parents must demand their daughters NEVER drink alcohol because if they do and their judgement is impaired and a boy rapes them it’s their fault for being impaired and not saying “No” (note how this conflicts with above that even saying NO doesn’t matter, but let’s just hope our girls don’t pick up on that). We can’t forget to tell our daughters not to flirt, bat her eyelashes, flip her hair, giggle, touch his body in any way, or even look at a boy because if they do and are then raped, any of those things can be considered consent. Oh, and let’s not skip making sure our daughters know never to tell their friends that they like a boy because what she’s saying is that she wants to have sex with him and that’s consent to whatever he does to her after her friends tell his friends who tell him that she likes him.
As ridiculous sounding as all that is, it’s what parents of young girls are up against. Basically, if we let our daughters out in public alone where boys may be then we’re sanctioning her rape. Because evidently boys can’t be trusted to make good choices. And so it’s all on girls, and their parents, to take on the responsibility of not being raped.
It’s 2013, boys (and men) should know that you don’t rape people. Seriously, people should know you don’t rape anyone. They are not qualifiers. No, unlesses. It’s an absolute. We don’t rape other people. Doesn’t seem all that complicated to me. It’s pretty amazing boys even get to be teenagers if society doesn’t think they’re capable of learning something as basic as “don’t rape people”.
Somehow boys learn not to kill people (for the most part). I’m pretty confident boys can be taught not to rape. But until that day comes, parents around the world need to sit down with their tween and teen daughters and begin the ongoing conversation of how not to be raped. Maybe we start off with the basics of not getting on an elevator alone if there is a guy already on it. Then we move to the disapproving look and “are you sure you want to wear that” when our daughters are dressed in anything other than the most modest of clothing. Ultimately, we’ll need to sit down with our daughters and break it to them that boys aren’t responsible for the choices they make and despite our girls having been told they’re strong and independent and smart and only responsible for their actions and choices that we’ve been lying and they’re also responsible for the bad choices boys make when “boys are just being boys”.
I think girls (and boys) need to be taught about making good choices. I think we need to talk to our daughters about the consequences of drinking, doing drugs, or being in a situation where they’re not in control of their choices. But girls don’t bear the responsibility of a boy’s poor choice. Girls of the world do not carry the burden of not being raped.
And yes, I get that girls can be aggressive with boys. And yes, girls, too, should
be taught that “no means no”. But when statistics show 1 in 4 girls will be a victim
of sexual assault by the age of 18, we’re dealing with an epidemic. And when cases

Team visits Likabali to assess progress of enquiry
ITANAGAR, Sept 01: A team comprising of representatives from the Galo Welfare Society, the Indian Council of Child Welfare (AP) and the National Alliance of Women (AP) visited Likabali in West Siang district on 30th August last to ascertain the progress on the investigation of the ‘unfortunate’ Green Valley School case where young students of class I to VII have lodged complaint against the school management, headmaster and a particular teacher for sexual abuse of children in the school over the last one plus year.

While the initiative of the government has been highly appreciated by all and sundry, the concerned parents also felt that the government schools in the remote villages and circle headquarters need to be revamped, teachers posted, books and furniture and housing facility provided to each school so that poor parents don't have to send out their little ones so far away from home, for providing them some good foundation.
Some of the parents of children who had listed themselves as having been abused were reported to have withdrawn their support for fear of social stigmatisation of the children. Therefore the visiting members appealed to all concerned to stand united and give witnesses and statements to both the police and the magistrate without fail so that the accused does not get away with the crimes he has committed on the little children. The society at large also ought to refrain from mentioning names of children abused even if they know.

An early and holistic intervention in married lives can help mitigate the risk of women's sexual health problems according to a program and study implemented by International Centre for Research on Women (ICRW) and its collaborating partners.
The innovative project called RISHTA (Research and Intervention in Sexual Health: Theory to Action), the findings of which were released today, was implemented in a slum community in Mumbai over six years. Designed to reduce the sexual risk and improve the sexual health of married women from low income communities, the study tested an approach that worked on the marital relationship supported by community intervention focused on gender equity to address women's sexual health issues in an effort to prevent their potential negative consequences.

Ill effect of Trans Arunachal highway

The trans Arunachal highway a project which is for connecting all of Arunachal is a very good step taken up by our govt. and I really thank them from my heart. The compensation rate paid off also seems to be fair but only that its methods of distributions seem to have witness some "gotala". I am not going deep as public seem pleased with everything. Now let me brief you all not about the compensation but the side effect which the people of Hollongi are facing due to the construction activity. Firstly 100% of the people living at Hollongi depend on farming, which is the only source of living for day to day life. But the ongoing project seems to have made the fertile land of Hollongi a sandy river beach. River left its own course to find a new route to our houses. But what benefited us is that we didnot buy fish as it came to us by its own. There are lots of road works being executed all over our state but none have caused flood so far, say the road of Yupia and Hoj. The works there did not alter the river route nor caused any flood, then why the road activity at Hollongi is at an alarming rate increasing the river level. I can’t blame anyone but following reason could be 1.contractor for not executing as per engineering norms. 2. Concerned engineering department for not guiding the contractor for a well planned construction without hampering nature. 3. Administration for overlooking works which is hampering masses. 4. Panchayat leaders for their inactive part in conveying a strong message so as to protect their village peoples land and politician as they might be involve in some kind of pact. Please visit the river portion of Hollongi and judge for yourself if I am false, and if not then help us to protect the land that feeds us.

The helper owl
Dear Editor,
One fine night I was lying on my bed when I heard an owl screaming from a tree nearby. I was shocked by a gunshot just moment after. After a brief silence, the brave owl screamed again, followed by another loud gunshot. This time the owl made a run for its life but continued screaming when it reached a much safer place bit far away. In Seppa, owls are brave too, I thought.
The shooter wasn’t trying to kill the owl, as it was too dark to spot it. He was just trying to shoo away the bird known for its bad reputation. In our Nyishi belief, just like many other communities of the world, owls are considered to be unlucky and its screaming near someone’s house is considered to be a bad omen, signaling death. I bet the poor owl have no idea about all the accusation leveled against it. I think it acquired these negative impressions because unlike other birds, they are active at night (Nocturnal), have scary large eyes and of course an utterly bad voice. On the contrary, despite its devilish character and looks, owls are actually our friend, doing us many favors without asking back for any. Owls help us by feeding on insects, mouse, lizards and small snakes. They come near our house only to get us rid of these nuisances; they have no intention to be a death messenger at all. If singing of an owl signals death, then I believe the hospitals must have been full of them, as many deaths occur in hospitals almost daily than in any other place. Next time if you see an owl near your home, please don’t panic despite its looks, and try to forgive its bad voice, after all its there just to help you.

Learn to accept the mistake
Dear Editor,
This is regarding the rejection of candidature for ensuing APPSCCE-
Secondly, for how long the APPSC would consider the plea of rejected candidates,
which in itself is a unique trend-
Thirdly, I request those rejected candidates not to harass the APPSC office and interrupt the examination process as they are solely responsible for getting enlisted in the rejection list. They should be very careful in filling the forms in future. Had it been the mistake of commission, the request for acceptance of candidature could have been taken seriously.
Finally, I firmly believe that those candidates who are not in the rejected list share the same view that rejected candidates should not be given chance after all it is a matter of competition. Can we also gherao the APPSC office to endorse our demand???
